Grants for Rural School Districts
AASA is providing small grants to rural
school districts to support current
initiatives focused on creating healthier
school environments. AASA believes in
getting schools ready for children, and
creating healthier environments is something
we have done in collaboration with the
Environmental Protection Agency for the past
10 years in our
Healthy School Environments Program.
Your district has a great opportunity to

Attend the
Rural Networking
Reception at AASA’s National Conference
All attendees of the AASA
National Conference on Education in New
Orleans are encouraged to attend the Rural
Networking Reception on Friday, March 2,
2007. This always-exciting reception will be
held from 4 p.m. to 5 p.m. at the New
Orleans Marriott in Galarie I. Attendees
will have an opportunity to hear about the
latest AASA activities in the area of rural
education and give their input on future
rural education activities. AASA’s Mary
Kusler will be on hand to give an insider’s
view of the reauthorization of the
Elementary and Secondary Education Act and
the specific issues for rural schools.
Finally, one lucky attendee will receive a
free registration for the 2007 AASA Summer
Leadership Institute in Minneapolis, Minn.,
July 19–22, 2007.

Funding
and the 110th Congress
The 110th Congress is now in full swing.
Democratic leadership in the House was able
to pass their six major initiatives in the
first 100 hours, including a cut in the
interest rate on student loans, and the
Senate has passed an ethics reform bill.
However, despite all of these
accomplishments, Congress still has
unfinished business in the area of school
funding. School districts across the
country, in the middle of their own budget
seasons, are still waiting to hear how much
to expect from the federal government for
the next school year. In order to make a

Bonds – Can Rural Schools Benefit?
In 1997, Congress enacted a bill called the
Tax Payer Relief Act of 1997 that allowed
schools to borrow funds at no or nominal
interest cost. The intended use for these
funds was to create, in each school,
resources to help better educate kids and
better prepare them for their futures (i.e.,
college or the workforce). Since 1999, these
education focused bonds have been funded in
every state and schools of all sizes have
taken advantage of them to help with their
